Can the ugly black bumper on the side of my volvo be removed or painted over?

I just bought a 2003 volvo s40 and really hate the bumper on both sides of the car and the front and back. I have seen other newer models of this car the have theirs blended in with the color of their car is this possible to do with a professional paint job or can i remove it. Thanks!
