How do you remove shear-head bolts in the steering column support bracket in a Volvo 240?

I’m trying to remove the steering column support bracket in my 1990 Volvo 240 in order to get to the blower motor fan wheel. I removed the four screws in the corners. Do I need to remove the shear head bolts through the access holes? If so, how do I remove them? Thanks.

      To remove them you would have to get a bolt extractor. It’s a drill bit and kind of like a screw with left handed threads on it. They work it just take some time.
