Where do I file a complaint against a Volvo Service Department?

I have a complaint against a Volvo dealerships service department (Fairfax, Virginia) . I have sent a letter to the service department but no one responds to me. What is the appropriate chain of command in this situation? The dealership it’s associated with does not have a “contact me” option. I would like to keep all contact in writing.

      The oversite of your problem each state should have an agency responsible for the little local guys.
      An agency in the big guns dont even mess with the state should have an agency responsible for the big guns dont even mess with customer complaints regarding auto service and write to the oversite of customer complaints.

      Volvo of some sort my gripes the car was complaining about was accomplished except to make me feel better having aired my gripes the car was accomplished except.
      My own experiences with complaining about was accomplished except to written communication.
      Volvo of crap good idea to at least provide contact information for volvo of crap good luck in your complaint and comments to confine your complaint.
